The Euro All Star team and the World All Star teams are NOT in PS2 PES3.
Yes there are 2 empty slots for them in the national team select screen but you cannot unlock the teams in any way.
They are both in WE7 where you can buy them in the WE-shop alongside the Classic teams. But you can't buy or unlock them in PS2 PES3.

If anyone says that they've found a way to unlock them, post proof WITH your claim instead of a vague statement. Proof includes a picture of the national team select screen with the teams appearing there. Otherwise it's not good enough.
Yes, you can assume or hope that there may be a way to unlock them, be it through training or winning the WEFA cup with West Ham or winning the African Cup with Wales (!) or whatever. Use the thread linked above to have your say or chat about it. Nothing in this thread but FACTS please.
Someone said you can unlock them by winning the International Cup with Senegel. That claim was pure rubbish and he later admitted it (before being banned for being a prat elsewhere).
Hopefully the 2 teams will be back in PES4. Until then, you can create them yourself by editing other teams or play with them on WE7.
