It makes a lot of sense if the shorter players are "quicker", but not faster. From playing and watching, it's quite obvious that shorter players have a much easier time turning, shifting, weaving and short bursts of acceleration. Look at Pele, Maradona, Platini, Baggio in the past, or Tevez, Rooney, Bellamy, Owen today. But over a longer distance (say 50-75 meters) a taller guy with longer legs like Henry will be faster. Basically short players SHOULD have a hidden boost in acceleration, and taller players (if they're not overweight or old) SHOULD have a hidden boost in top speed. I don't know how it is in PES4, but I have noticed that Bellamy (175cm) is a lot slower than his stats suggest and Henry (188cm) is a lot faster. So I doubt height has much to do with it.
