In online tournaments (Competitions), if a game is drawn after normal time the game goes to penalty kicks.

Before the penalty taker takes the kick, the goalkeeper can move freely but in a slow manner, once the penalty kick taker starts to move towards the ball the goalkeeper fails to respond to and commands and becomes rooted to the spot, the goalkeeper only moves AFTER the ball has hit the net. making goalkeepers in penalty kick situations totally ineffective.

To put it simply... the goalkeeper does not dive untill the ball has hit the net.
