Transfer Window: How Do I Offer Cash For Players?

I've been in the transfer window now around 6 times but I've still never managed to sign a player who is off the transfer list. Is there any way of doing this? I keep being told that they've declined etc. I'm playing as Man City and have around 190 million to spend, and would like to buy some big players such as Ronaldo, Buffon, Rooney etc but I click 'Negotiations' and do the whole thing (leave it up to my scout etc) but I always get declined.

Is there any way to manually offer them some money instead of leaving it up to my scout, as maybe my scout isn't offering enough money for the players. Or am I stuck to just signing players who are listed on the transfer list?

On what season are you now? And what is the position of your team in all the Master League teams you are playing?

I believe that maybe your team have not won any trophies yet.

On my experience, I did not manage to buy big signings such as names you have mentioned above on my first two seasons. But I manage some "secondary" but not less skillful than those big signings. Agbonlahor, Wijnaldum, just to name the few.

Along the success, there will be bigger chance to sign those big stars you desired.

I've just started my third season and my team is around 47th I think.
