Ok so I'm new to PES3 and my other experiences are only with WE6...and IIRC when you transfered a free agent you didn't have to pay a transfer fee.

Is this the case in PES3 or do you have to pay a transfer fee even to free agents?

You have to pay a fee, but often you can get them for well below the 'suggested' fee. I think it's to simulate that you're buying a player from a club, they're just simply not in the game. :)

But to confirm, yes, you do have to pay a fee.
