What is the best strategy to get the best Players

I'm in the 3rd season of my ML 13th in the WEFA rankings and I'm having a hard time getting players with 2 stars and players with 1 star or 0 stars I have no luck with at all, 2 seasons before I won the cup and top scorer, (CF Hunt) he's a beast in the box, anyway I've tried to get Kompany in the middle of this season that I have going and got turned down and I even put my transfer fee up 1500 wen and his yearly up 200, but no luck, and there have been several situations like that, I need some help with this, how do you get the better players to sign?

save the game at the start of the transfer window try to sign them if they don't then load it back up and put the wages up a little and keep trying

give the player a offer and save .. if he siad NO go out and load and try agian

there is alot of reason for players to refuse your offer

1- if you try to sign a goalkeeper .. but you have 2 goalkeepers in your team ... 60% he will refuse

i mean its depending on the player chances to be in the first team

2- if you want sign a player how is play in a good team his team will refuse your offer cause they dont have a good player in his position

try to trade

3- its so clear ... your team rank in league table and in WEFA ranking table

last advice ...... WIN

When it doesnt work for me i usually bump down the contract years to 3 or 2, 75% chance of working
