Where do you change the auto subs

During the match the AI subs my players automatically , where the hell do I turn this off?

Go into the last options below your pitchy thing where you do subs (next to data management I think, something to do with manager options). You can disable it there.

I thought it was that but if I have that manager thing turned on does that mean the AI is on or does it mean that I can manage the subs?

If you mean by the "AI is on" that it plays for you, that is in the Coach Mode on Game Options/Controller Settings. The manager thing in the game plan is for tactical changes, such as subs, formation changes, auto slide tacking and so on.
