Will the upcoming PC release of WE7I in USA be the same as the PS2?

Sorry, I am a n00b, so bare with me. I would much prefer to have WE7 on PC so I can download all sorts of modifications. Now I am reading that the Japanese PS2 WE7 is better then the USA PS2 WE7. Is the USA PC version going to also be a direct port of PES3 like the USA PS2 version is? And if so, will a Japanese PS2 WE7 work on an American PS2?

WE7I Coming to the PC
American gamers without a PS2 will be pleased to hear the news that a PC version of Winning Eleven 7 International is coming soon. The game, which will be based on the Playstation 2 release of WE7I in North America, is scheduled for a release sometime during this Quarter.

only difference between the two is a few animations and movies
heck we can probably patch the US version to be pretty close to the JAP version.

i'll get WE7I for the PC for sure.

lets not get confused here.... japanese we7 and american we7i are fairly similar.... what is different is japanese we7i and american we7i.
