This is tradition for the US version. That's why for the last couple of seasons I've purchased the PC version. But alas, my wife got me the PS3 version and once again patches are either late or nonexistent. I think if I ever get the PS3 version again it will be one from across the pond. Tired...

Not sure you can purchase it with an American address. Usually downloads from websites are only sold for that region. But let me know if you can. I may just get it myself!

To address your second question, yeah the PC version doesn't have a region because the English version is mainly sold in England and there is no US version. I don't make any OF because I don't have the time. With that, I know someone will make an OF for the US, but there may not be many...

Yes it can. The only caveat is that you can only play people from the UK. That is why I am going with the PC version. But no matter what you pick you should be fine.
