From the second year onwards, whenever the Winter transfer window opens search for 16 years old players (using the advanced search option) and snap up the finest talent from there. That is how I used to roll in the previous master league versions.
Why to do that you ask? Winter transfer window was the time when the market gets refreshed with fresh players, new players and rebirth-ed retired players.

I just got Recoba, Carrick and Tim Cahill as 16 year olds in the summer transfer window after the first season

The best young player to sign is Jese from Real Madrid he only 20 or 21 but trust me he is very good on both of the wings or as a striker as he got good technical ability and very fast player he like mini cheap Ronaldo.
IMO, the best young player in the game is Hachim Mastour from AC Milan.

I only signed 3 players since I've started my ML with Benfica. They're not very young and can be bought for averagely low prices (if you're playing with a decently ranked team) but they have been becoming authentic revelations in every competition they've played! They are:
-Jasper Cillessen (Ajax) - goalkeeper *82
-Papy Djilibodji (Nantes) - centre back *78
-Mikail Kieftenbeld (FC Groningen) - defensive midfielder *76
The 3 players are 25 years old, except for Kieftenbeld (he is 24 and has a great progression path!)

If you're looking for a consistent side-back defender/side midfielder for a low price, try hiring Rémy Cabella from Newcastle. He's 24 and has the potential to become an absolute beast if used regularly!
After Rio Ferdinand retired and "came back to life" as a 16 year old i thought i would sign him as he was a good defender. He is 17 now and is a BEAST!!! He is so strong that he just shrugs strikers off the ball. I also have varane as his partner who is also incredible.
Nice find, I hope he isn't super slow though...
Ricky, do you know the progression path beforehand somehow, or did you just find this out after experience? Thx.

He's a CMF/AMF, so pace isn't really an issue.
If you're struggling for cash, my advice would be to check the free agents/non renewals (you can filter in the advanced search) at the beginning of each season. Some really good players get released! Managed to sign Iturbe for nowt, 2 seasons later he's rated at 88. Also managed to sign an 80-rated midfielder called Van Nieff (playes for Groningen).
I bought Sloth from Leeds and got him to an 85 AM. Another great signing i made was H.Villalba from San Lorenzo (i think) and he is a fantastic 86 AM and SS. Honourable mentions go Irtube,J.Campbell and Berahino. Love PES this year even though ML needs a complete overhaul(Konami's favourite word), after a year on next gen FIFA and a month on FIFA 15 i feel like i'm home again.

I have both these players. Iturbe I mentioned before, signed Villalba on a free this season. Not rated that high though, he's at 83 for me.

upcoming center backs are few and far between in ML apart from the obvious top ones ramos, silva etc but i think the best ones coming through iv'e found are benatia whos now 87 i already have pique as im barca so youngsters coming through i'd say marquinhos who i think will rise towards 90 and rekik looks promising.
