Horrible stuttering/ framerate lag- PC(offline)

I really don't understand what's happening. Lately PES 2013 has been acting really weird on my system with horrible stuttering that makes the game really unplayable.

FYI,
> All system temperatures are normal during normal gaming.

My framerates are set on system default of 60 Hz, running at 1280x800.

I now wonder if it has to do with Konami's updates or something? I really don't get it.
I tried scouring online, but the tips available weren't really helpful. (Update drivers, resolution, switch off this and that, were all that I got).

Any idea?

-Make sure your Graphics card is going into 3d mode correctly and your CPU isn't being throttled if in power saving mode

Or

- Uninstall GPU drivers. Use driver sweeper software to clean anything left over. Reinstall GPU drivers

Or

-Reinstall game.

Or

-Lower graphics settings.

Reinstalled the GPU drivers and lowered the graphics. Its a bit better during play, but now the menus are stuttering.
