Keep in mind I am using Winning Eleven 2017, which means:
Japanese team/stadium/player/manager names
Licensed Japan NT (Shoji Gen, Saitou Manabu, Kanasaki Muu are IG, so you will have to make your own faces for those players and manually add them to their respective teams)
Extra IG Japanese players (i.e. Shibasaki Gaku(Kashima), Hayashi Akiyoshi (Tosu), Rokutani (Sendai)) which need stats and faces.

Yes I am able to do that.
However, Japan NT players must be manually re-added.
For example if I imported the Bundesliga, Hasebe on Frankfurt becomes

and I must re-add Hasebe from Japan NT after every updated DFL import/Edit Live Update. Same goes for all other Japan NT players in the Bundesliga (excluding Kagawa and Uchida)

Actually, I live in Japan and usually purchase WE, but I was told before the release that it wouldn't be possible, so during my holidays in Europe I bought PES...

Anyway the good point is that I won't be hearing Jon Kabira's voice for at least one year lol.

Update: Finished re-naming and setting positions/countries/ages for all preliminary rosters. Also set up numbers and formations.

Just need to make faces and stats for:
Sendai
Kashiwa (have pes 2016 stats)
Shonan
Fukuoka
Tosu

Hmm...some rosters seem up to date (Kashima looks up to date, albeit missing a couple players), but Niigata (G. Sakai (sakai gotoku perhaps?)), Iwata (Komano Yuichi), Sendai (Michael McGlinchey), and Omiya (Zlatan) for example are outdated slightly (2-3 years maybe?).

EDIT: Wellington is in Shonan on this one as well...possibility that it is the same one as the DFL option fie...

The file is not compatible with PC, and I also do not have any immediate plans to release files due to potential consequences.

No, I only have files strictly for PS4. I don't own PES 2017 for PS4 and do not have any plans for converting my files to PC. I also didn't use FIFA to PES converters because the common opinion about FIFA's J-League is that many players have extremely inaccurate stats.

I'm making transfer updates right now, hopefully will be done by Feb.25 when the season starts. Still no clear answer on release due to potential legal issues.
