In PES 2008, I was able to use the controlled shot to tap the ball underneath the keeper when I was on a break away. It doesn't work too well this time around in 2009. It would be nice to see this fixed so it could work like 2008 again.

All low shots seem to be slow or tame looking unless controlled and curled roun a goalie

could there not be a way to make a powerful low strike.. Eg hold left trigger with shoot to keep it low and fast??

This doesn't sound like a bad idea. Holding one of the bumpers or triggers to shoot a low, powerful shot would be good in my books.

I want something like this.
Power will power your shot but won't effect height that much (unless you power it high enough), but it would be rather direction effected. For example you press down and left +power it up to where you're suppose to to make a powerful low shot and press up and left + power it up until it's enough to make a high powerful shot.
Ofcourse, the powerbar will still effect the ball's height but not as much since you'll control it with directions.
