Anybody created this yet? Or if somebody could tell me what program they use to create jersey I'd give it a go myself.

I would do it if it wasn't beyond my skills because of that pattern, it's better if someone else could do it.

Most people use Photoshop to do their kits (not me, I use paint.net because it's free and I have been using it for several years, so I already got the hang of it), and a 3d model in Blender to view the kit in the computer.

I use Paint.net myself to edit kits I create using PES Master's creator. How do you create them from scratch on Paint.net?

I grabbed the templates and guidelines from Konami (which are avaiable here, scroll down to "Strip samples" and download png and guidelines: https://www.konami.com/wepes/2017/eu/en/edit/) then I add the template as a layer. At the beginning I used the guideline so I know what is each part, now I don't need that anymore. Sometimes I also use templates from PES Master kit creator and edit them in paint.net

After that, you can start doing your kits, adding the logos and designs (I recommend you add a layer for each logo/design, that way is easier to replace, change colors, etc.). I recommend you start with something easy, you'll see, after some kits you get the hang of it ;)

I also recommend Blender, search for something like "PES 3d kit viewer" on Google you should find something. This is essential when you're doing kits so you can see how good they look, if the size and position of the logos are good, etc.

I have a good model (I use it in my kit previews, check my signature if you want to see my kit thread ;) ) but the original link is down, I'll find an alternative link (or reupload it) if you want.

I'm pretty used to editing in Paint.net myself but thank you for the help! If I'm stuck I'll give you a shout :)

I had a go at making the United kit. It came out better than I expected but it isn't perfect (there should be no design on the back, the Chevrolet logo need to be reshaped, forgot the crest on shorts) but it's the first time I've edited a full kit in Paint.net (using PES Master as template). I'll try sort out the problems tomorrow or Friday.
