Beckham is England's most capped outfield player and I think until about a month ago Raul was Spains top scorer...not to mention the league titles & champions league titles etc...

They are not missing, they are just unlockable via the extra content.
Van Nistelrooy has a chance of returning back to a team thats used in PES. Recently he was called up for the national team again, although it remains to be seen for hong long considering Van Persie and Robben will return from injury ina few weeks/months.

MAKE SURE YOU BASE COPY ALL THE OLDER GENERATION PLAYERS!
If any of them move / retire, they'll be classed as Classic Players or disappear all together?
By base copying them to a Created Player, you'll keep their proper faces.

You're a funny guy lol. What has Messi won with Argentina? How about Eto'o with Cameroon? Don't think Zico had won anything with Brazil either. Are you going to tell me that they aren't/weren't top players?

I think what people are trying to say is, those two are past it. They aren't as good as they once used to be and certainly don't belong to the collection of today's world class players.
They are big NAMES though that are 'missing' from the game.

Messi is the best player in the world. Raul is a joke outside of Europe, a laughing stock. Zico is considered a legend across all continents. He was called the white Pelé for a reason.
But if you think anyone gives a flying fuck about Raul outside Europe, or even Spain, or Madrid, for that matter, because blaugrana fans don't give a shit about him either, you are seriously wrong.
Beckham is only still on the spotlight because he knows how to sell himself. Eto'o will be forgotten as soon as he retires.

Thats a bit harsh on Raul, look at his career: he broke into the Real Madrid team at 17 years of age, scored 323 goals in his time there (more than any other player including Di Stefano) and is the all time leading goalscorer in the Champions League.
Those kind of stats at the top level of football are no joke my friend. I mean if that was me, I'd be dining out on that every night for the next 30 years!
