i dont understand the parts after part 4 in the link that was given

can anybody explain what program i need to be using and what i have to do

also will i need to change the ntsc part because i am from the uk? BOOT2 = cdrom0:\PS2MENU.ELF;1
VER = 1.10
VMODE = NTSC
