Nice! Love the idea. If you need chilean league just let me knowI have now been given permission by Muta to use his J.League kits, so I'll be sticking with them
I'm new to the series, having ordered the game which should arrive in the mail in a couple days. I'm going to give your option file a go as it seems like you've done some great work here. I'm wondering though, is there a way for me to edit the information in the .bin files via editing software so that I can make some tweaks while I wait for the game to get here? Having read around I know there's such software, but will it work with these files having been already encoded for the 360? Would the data have to be converted to work with an editor and then converted back again? Apologies if this is off-topic. I don't want to do anything serious, just tweak and/or move a few players around. If that's not possible, will the in-game editor let me edit most aspects of a player (attributes, play style, contract, etc) and can players be created from scratch within the game or only via duplicate?

If any editing software worked, I would have a whole lot more done by now! Haha. Unfortunately an Xbox 360-compatible editor has not been made this year. The last fully functioning editor was in PES 2013. Option files have been a lot more difficult to make as a result.
But you're right, we used to have to convert it to a PC EDIT.bin file to edit, then convert back once we were done. I could have imported all the players from Winning Eleven 2014 for my J.League if that were the case, but no, total manual entry.
You can edit everything about a player - not so much contracts, but attributes, appearances, accessories, motions and the like. You can create players from scratch, but all of these blank duplicates kind of get in the way and it's best to replace them to avoid weird squads appearing in Master League.
