Milosh lives in Australia, and Australia and New Zealand are PAL regions :) That's how :) Check any manual of the game and it says: PAL region only (UK/AU/NZ). So far, PES4 is locked to PAL region, you can't play it on US or JAP Xbox unless you chip it, or turn it into PAL.

Yes, it is true... Once you press start button, you send a request to other player to accept it. Once he does, the ball NEEDS to go out of play for menu to show up. Menu is timed, so you can't just take your time. There is also timer for free kicks and corners etc... after the timer elapses...
