Yep, they're starting stats. The "mental" stats (Attack, Defense, Mentality, Teamwork) seem to have the biggest impact on the height of a player's overall curve, in my experience.

Once an ML is started, the only edits that change anything in that ML are those that don't affect the game, like Name.

The classics are started off in the "Unbelonging" section. That section is usually not populated until a negotiation period begins, though you should be able to find them in their country. Also, all the classic players have fake names. Maradona is "Malgani", for instance.
