Yes, forgot to add that. The link is just for english leagues. The best way to have correct squads is to check the teams' websites and do it manually.

The thing is they surely had enough time. They only got to 30th August because they wanted. Up to that day everything (transfer wise) seems okay, and they even included a shitload of reserve/youth players. I can't make any sense out of this.

The thing is that if you go to PESMaster or similar websites they say Martial is at United, Chicha is a free agent, Funes Mori is at Everton, etc. All's good. Maybe the Online/Exhibition mode update was complete?

Of course, I think nobody can be forced to be connected to any network. What I don't know is if you can skip the update while being connected. This should be the list of all missing transfers... for english leagues...
