Which firewall and OS are you using? Try one thing - disable the firewall and just see if you can get online. If not, the problem exists with the router port forwarding. If you can, at least you've isolated the firewall as the issue and proved the port forwarding you've attempted in the router...

Depends on your graphics card. Some are only able to run the game on low settings.

If you run the Settings program prior to the game, doesn't it still tell you what port it is going to try and use under the Online tab as it did with PES6?
