For PES 2018 I don't think so, but if you're interested on PES 2017 there is an option file for All National Teams of the world ;)

If you have other team slots that are free, you can base-copy all players over players from other team and then apply kits, formation, etc.

I'd rather use fake players and then, if you need more, add some created players, because you can only have 100 created players if I am not wrong.
