"Other Leagues A" editable unlicensed sides maybe given full licensing in a future DLC, so your best bet would be to use the "Other Leagues B" teams A-Z and just edit them into the sides you wish.

If your on PS3 you'll probably have to mess around with PNG's. JackWhoBRA latest OF adds all Budesliga sides, so that'd be your best option.

Unlikely to be frank. There's no accessible way of doing it from the edit mode point of view and I'd doubt it's even possible with some form of OF. Can only vision it doable by lurking in to the code of PES, which I imagine is dodgy business.
