Well it says the minimum is a directX 7 graphics card, probably 64MB. Personally I have DX 9 one with 128MB.

I suggest asking on the steam forums then, you will probably need to override a command in a file. Try there.

I don't think you can. I'm sure you can edit it in a file. Have you tried looking or asking at the steam forums? I'm sure you can get your answer there. EDIT: your folder should be: C:\valve\steamapps\*username\counter-strike source
