You need to realise with any game, the difficulty you choose reflects on the AI... Regular AI will only go up to a certain level. Top player AI will play at a certain level and so on... This is why its called difficulty setting. Try top player and see if you experience problems there...

I've always been saying just give the game a chance, once the update is out, moan an groan as much as you want. PES hasn't had any updates, FIFA has... But its still full of bugs. If there was updates for PES and it was bad, I'd leave you alone... If the game has been out for a couple months...

In all fairness, PES09 ain't really demanding... I have the latest drivers runs fine for me, I also use the Vsync from the PES settings.exe. No problems... I run at 1680x1050 with a 8800GTX and everything is as beautiful as it can be :)
