I think there's some truth to your statement. If I remember correctly, the PS2's first games were all on CD-ROM. The DVD-ROM games were only introduced after the first year of the PS2's release. I'm sure that games such as GT3, PES1 and GTA3 were all initially released on a CD-ROM...
