Patches are usually too big to download as a single large file. So patches are compressed using WinRAR. This converts a .PPF file into one or several smaller .RAR files. To uncompress these and 'join' them to make the patch again, you need to use WinRar.
Get WinRAR from www.rarlab.com/download.htm
Install WinRAR.
Make sure you've downloaded all the parts of the patch.
Double click on the first part of the patch, which usually ends in ".part01". Or just the first RAR file you see in your folder.
WinRar should open. If it doesn't, try right-clicking on the first .rar file and open it with WinRar.
Right. Once WinRar is open, the second option in the top bar is "Extract To". Click on that. It then lets you choose where to put the unrared (uncompressed) patch file. The default option for this is a new sub-folder of the folder where the .RAR files are currently stored. I usually just click OK here.
Now wait for the patch to unrar (or uncompress).
Once done, you will see a new folder and in here will be your patch as a .PPF, possibly with a small document about the patch. Now you have your .ppf patch you can apply it to your game using ppf-o-matic 3 and away you go
Summary:
Download patch.

You can also try the "Test" option to see if the unraring process will work - this doesn't unrar for you, it just checks that the files are all cool and that it will work. If you have any problems, try this option. If it doesn't want to unrar, there may have been an error with your download. Doing the "Test" option should let you know which .rar file contains this error. So you should download that part again.
