This is what I'd do mate, if you have a friend who has a better connection than you and a cd writer. Email him or her the files, then ask them to put them on cdr for you for you. This is the easiest and cheapest way I think for your problem. Or blagg your boss for a cd writer for important work...

No you can't sorry. The format which the cdgenps2 creates can only be used on cd. Try using the cd loader if your having problem's you can get it from here: CD Loader

Apperently it is possible to play online outside Japan if you have a Japanese NTSC unmodded PS2 and the original game. Also lag would be pretty bad if you were the client. This is because you would more than likely be playing people thousands of miles away.
