3) YES, as it will be a DVD, and it is most likely that it will be under the TOC of the SM dvd!

It will work with swap magic as it only has one language. Unless Konami throw a big .dummy.bin file in to make it hard for us swap magic users. Therefore, we could get around that problem bu rebuilding the iso with CD/DVD Gen. Dont worry, We Will get it to work no matter what!

Its seems to me that National squads will use the Roteiro ball while normal Club teams will use the Pelias(sp) ball in PES4.

In WE7i there was the Signori penalty, I bet you know it. Wait I have a video of it.
