I had the same problem what you have to do is:
1. Copy all of the stuff from the game disk, to somewhere on your hard drive.
2. Search google for a Microsoft program called "Orca". It is a .msi (installer) editor.
3. When you get orca, open up the msi file on your hard drive, click transform, new transform. This makes it editable.
4. Right click on the entry "LaunchCondition" and select drop table.
5. Then save the file. You MUST save the file with the same name as the original. Obviously call it the same name with like a 1 at the end then delete the original and remove the 1.
6. Install from here with no O/S check.
7. Once installed you can remove the stuff you copied to your hard drive and play with the game disk as normal.
Copy of PES2008 installed on XP 64......DONE!
