Secondly, here is an excerpt of my post on the above thread relating to this thread. I believe the solution outlined below is superior to a tier system. A tier system will introduce new barca's and man u's (the best teams in tier 2 and 3 etc.) and people will again end up using a handful of teams.

[PES requires..]A new ranking system, based on the ELO rating used in professional chess (please look up in wikipedia).The only modification required to the existing chess ELO system would be to consider the strength of the teams played with in addition to the rating of the two players.
I feel the need to clarify what this will really mean to you. Lets say your rating is 400 and your opponents is 900. You play with Besiktas against Barcelona. If you win you get about 30 points, if you draw you get 5 points, if you lose you lose only 1 point. On the other hand, the barcelona player with 900 rating will get 1 point if he wins, lose 5 points if a draw, and lose 30 points if he loses (against you with your 400 rating and lesser team).
This means that if the top ranked players want to increase their rating, they will either have to play even better or similarly rated opponents or choose weaker teams against lesser rated opponents. This will finally bring justice to the rating system and
also encourage people to play with teams other than Man U and Barca. It will also reward players who refuse to play with only top teams for the sake of rating.
Note: The strength of a team could simply be measured by the area of the pentagon shown when choosing teams (the pentagon based on the attack, defence, speed, teamwork and technique of the team). This way, it would be dynamic and also change in the future with transfers that make the team stronger or weaker.
