How about 1 seed which is the best team, Italy, France, Brazil etc and the rest is all a random bingo draw?

I was thinking about having the teams numbered in the order they joined the tournament for the bingo draw, so the number 1 ball would be England number 2 would be Holland and so on

Seems a fine idea. Doesn't make a difference as long as the balls are picked randomly.
