Get it from http://pes4.elgen.net/patches. Click Beardymagic, and there should be four files in there with the word fifa in them, download them all.

I doubt it will work. The files all named differently within the Fifa Patch, therefore the WE9 will not be able to read the English letters, as it will be looking for the Japanese characters.
