End of first Master League Season - Transfer help

I've just finished my first season in the master league - won the division and the cup. Trying to sign a few players but despite their clubs agreeing to the fees the players aren't agreeing to a move despite a mega increase in wages.

I've offered Arshavin and Wright-Phillips transfers but was denied by both. I then looked at lennon who is C which is also my popularity but he also declined.

Am I aiming too high? What type of players should I be signing? i'm looking for a forward and a right winger. Any help - even suggestions would be great.

Hmm.

Add them to your scouting list by pressing A or X on the controller and then press "Add to list". Go to Scout List and next to the Heart there is a % number. If this is below 10, do not even attempt a transfer.

The higher that number the more chance you have on signing them.

I have people on my list at 49% and no luck

How much are you offering them mate? in terms of Salary, and also transfer points?

I got robinho at the end of my first, trick is offer the most you can without it giving you game over when you cant pay wages, the offer the player 1 year deal with 3000+ wages, i got gerrard,torres,robinho,and pirlo from doing this so it works.
