OK, now somebody from a country where FIFA is very popular will tell you his point of view.
I'm not an expert in the graphics, or the gameplay, so I don't really care about them. But I know where FIFA goes wrong; this is the element that you are expecting the least to be favorable to Konami: THE LICENSES!!! Yes, I know, FIFA has a lot more licenses than PES, but most of them don't have a big importance; they have license for the Austrian league, which is not a strong championship, and for the Coca-Cola Football League Two (wtf?), but they do not have strong championships like the Romanian, the Russian or the Ukrainian (WHAT THE...?!!); and here comes Konami. Even though they don't have too many licenses, they know which teams should really deserve to be in the game. As a result, when I heard that Steaua and CFR are in the game, I've spread the news and every people I know, all of them big FIFA fans and some of them not knowing at that moment that a game called Pro Evolution Soccer exists, switched almost immediately to it. The only thing that made them to still play FIFA was the online play, so if Konami solves this problem, I know they'll gain more popularity in countries like this.

Your correct to a degree, im suprised fifa havent added more of these teams in the 'rest of the world' section, PES seem to have done this which is a good move for them. To be fair ive seen feedback from quite a few fans asking for romanian league.
The russian league has been added to fifa this year though, they listened to that bit.
But yeah, I like your point.
PES needs more teams end of to be honest, and take out that WE united crap, useless.
