Signing two players in one week during ML

Hey, finally got the new PES for PC and LOVE it! But the negotiations process during the ML is ridiculous. I put the ML difficulty level on very easy, and the teams for the most part accept my offers, but it's near impossible to get the players to sign a contract. Especially when I sign two in one week. I just bought Kompany and Bounadette in the last week and I can't get them both on my team, they always reject (unless I think Bounadette gets a very low contract offer and Kompany a high one, in which case Kompany comes). I have to reload another one where I've only bought Kopmany and then he'll act reasonable. This isn't the first time, I spent hours last night reloading and trying to get several players, but the result was I could basically only get one player to come per week. But in the one with Kompany, I find if I buy an unattached player I can get both. It's only when I buy a player on another team. My team is in 15th place in the league, but the popularity meter seems to be high since I started out on very easy. How do you do it?

In the options, change the transfer frequency to high. Players are more likely to move. Still need a decent team rating though.

Some players will come and some won't. I've offered Torres the maximum you can get and he still said no, had to settle for Benzima.

Yeh transfers in Master LEague are a bit of a joke! Firstly you can't buy them and secondly big players move to massive rivals like for mine Fabregas moved to Liverpool after only 1 season!! What the F***!

I didn't put the transfer level on high because I heard there are ridiculous transfers on that setting. I had it on regular and nothing noticeable happened, except Klose and Toni (dammed B League having the German teams) went to Atlético Madrid.

I am Benfica in a league with the Spanish, Portugese, Latin teams, and somme leftovers in the lower division. I am in 15th placed with a high popularity meter (it started on full and is now not too far from that). I was able to sign Matí Fernández, Jozy Altidore, João Moutinho, Vincent Kompany (who wasn't playing much), and some Dutch winger free agent. When bought alongside those players, I was unable to get Gio Dos Santos, Nani, and Guardado to sign contracts with me. Is this normal?
