Using Barca and it seems like the 4th kit slot (where I added the classic kit) isn't available for European matches...anyone else have this problem?
this only work for all matches except Champions League or European League
now i can use CL and EL too

the user zlac was kind enough to post me this I tested in game on 2017 and it worked fine 4th kits appeared in the CL I havent tested it on 2018 yet
If memory serves me well, the sequence in red square (03 00 1B 00) should be the kit reference for Barcelona's 4th kit in exhibition mode. Reference for 4th CL kit does not exist in this .bin file, therefore only 3 kits in CL mode.
You could try and overwrite the contents of the 4 bytes underlined with green (00 C0 FF FF - that should be the placeholder for the unused kit slot) with the real CL 4th kit reference.
If regular-mode 4th kit reference is 03 00 1B 00, then the CL mode 4th kit reference should be 03 07 1B 00 (always +7 to the second byte of the corresponding regular kit reference).
In short, try overwriting 00 C0 FF FF (green underline) with 03 07 1B 00.

yes, this free to add 3er and 4rd kit to licenced team you do this
when you finish the team export with this metod you need to import in the game again to work

1. I put original .bin file to PesExportFileCrypter for decrypt and get decrypted_bin file.
2. I use Hex Workshop Hex Editor to change the caret 106 to 20
3. i put the decrypted_.bin file to change Encrypt .bin
4. I make WEPES folder and put the Encrypt.bin into this folder.
5. I import the Encrypt.bin file on PS4 and open team to get 3rd and 4th kits, but fail.
Would you help me to check the above procedure?
would you send me a 3rd & 4th kits of Netherland national for checking?
