Yes you can edit the player stats and abilities in the option file - but that wont carry through to online play (online play uses default stats even if you change them) Unfortunately the same is true for kits and squads - Option file updates for kits and teams are only useful offline - so...

You dont need to use AFS with an option file - just replace the one you've got with an updated one. The option files usually saved in your documents/konami/pes2009/save

The file linked on the first post is an option file - all you need to do is replace your existing option file with this one. There's an info file with it that tells you were to put it - read that and you should have no trouble.
