That's just plain silly, Iniesta would be an excellent choice, a fantastic professional with great work ethic, skillful, good passing and scores goals. Surely an obvious choice to adorn a PES cover.

I don't really notice the cover too much, I prefer what's inside it tbh ;)
But good cover art is what's needed to attract people. Yes, footballers do actually attract people to the game, but for me personally, I prefer to look at the cover art. Maybe because I'm artistic and I like art, but it's how I see it. :)
