Well, it seems you're doing everything correctly. What program are you using for burning onto DVD? And what media? Note that you must use DVD Decrypter to write the patched image to DVD-ROM. And I would use DVD-R not DVD+R as there are some known problems with DVD+R discs and PS2s.
