I just tested with a CMF BAL save and if Short Pass Accuracy and Long Pass Accuracy are lower than 75, then Playmaking is not checked. It has to be 75+
I also forgot to say, in my previous AMF character, I got 1-touch pass and I almost never leveled up teamwork (way below 90).
edit: also, you might want to check suomisoft's old characters. he got three abilities when he was only 18 or something. including 1-touch pass. you can find his stats if you use the search function

Do you think that maybe the requirements are different for different positions?
It started out at 73,
I had 6 blocks on shooting and dribble all through the first season,
I was getting crazy RED EXP, like 4per game, also on shot power,
I did not have any block on shot power but it was going up like crazy
my responce and teamwork are so low, and i realy want positioning and DF positioning, its gonna be hard for me to get 80 in them
could be possible. there may be other "'invisible" ways of getting the skills depending on your position regardless of stats. maybe like high completion rate of the ability (i.e. 1-touch pass > 90%)

You're only in the 2nd season. It will get much and much better. The stats will go up much more.
Question: How did you start at shooting 73?
in the training match i made a shot on target of every type in the command list
Chip shot, low chip shot
Place shot, Direct shot (first time shot)
normal shot,
scored 2 goals, one from a chip and one first time shot,
ended the match with a 7.0 rating, 5 (5) shots 2 goals, regular difficutly
Good idea. Though the two editors that I know of don't add abilities. Your beta version doesn't.
Yes you can. Any position can attain middle shooting. I think scoring + middle shooting would make for a killer combo.
how does middle shooting different from shooting from distance?
oh... but how does this ability effect your shooting?

The game states the following:
Shooting from distance
Becomes easier to take shots a fair distance away
Perhaps it means that your accuracy at long range is increased.
where do you get these game tips/explanations? do you have the coaching DVD+book?

go to edit and edit a new player and it will all be there just read the tags at the bottom of your screen?
