There's barely any tricks in PES09. The most effective one IMO is the one where you tap the "Shooting" button and then Tap the (x) button in quick succession. There's another one by holding both R1 and L1 that proves effective in some situations. And the step-overs you mentioned.

It is IMPOSSIBLE, as simple as. Good ideas, good suggestions, need elaboration. Otherwise it'll be a mere guideline. The momentum of a match is a complicated thing, it depends on a lot of different factors, it changes continually, it cannot be summed up with just a few words.
